2026–2035 Houston Downtown Management District Renewal

Since 1996, Houston Downtown Management District (HDMD) has worked to make Downtown cleaner, safer and more prosperous through stewardship of stakeholder investments.

HDMD enhances services beyond basic city offerings, bolstering property values and Downtown’s competitiveness. Guided by the property-owner approved Service & Improvement Plan, assessment dollars fund vital daily operations and long-term improvements fueling Downtown’s growth.

Downtown property owners now seek to renew the District for a seventh term.

The Steps Toward Renewal

On June 12, 2025, the HDMD Board took a major step toward District renewal by approving the petition to be signed by property owners supporting the renewal.

To renew the district, HDMD is statutorily required to obtain signatures from property owners representing more than 50% of the assessed value of the district, or 50 unique property owners.

On August 12, 2025, Downtown Houston+ received the signed petition that helped us surpass the 50% mark. 

Petitions were accepted by the HDMD Board on August 14, 2025, setting into motion the next steps which include a mailed notification of a required public hearing on the draft Service Plan.

A public hearing was held on September 30, 2025, in which Downtown property owners, stakeholders and board members convened and showed support for District renewal, underscoring broad confidence in the District's role and services. 

On November 13, 2025, the HDMD Board approved the 2026-2035 Service & Improvement Plan, renewing the District for a 10-year term.

The Next Service Plan

The Service Plan outlines specific investments and activities approved by the private property owners whose $19M in special assessments fund HDMD operations. The next plan proposes a 10-year term, plus an expansion of our economic development focus to include office tenant recruitment.
